New York governor signs news laws to support solar

18.08.2012: New York Governor Andrew Cuomo has signed into law three bills that aim to make solar energy more affordable for New York homeowners and businesses as well as create new jobs in the state’s solar energy sector. The new laws include statewide tax credits for the lease of solar equipment and power purchase agreements (A 34-B/S 149-B), statewide sales tax exemptions for commercial solar equipment (A 5522-B/S 3203-B) and an extension of the real property tax abatement in New York City for solar installations (A 10620/S 7711). The bills are all linked to the Governor’s NY-Sun Initiative, a two-year old program that supports the development of photovoltaic (PV) systems in New York through incentives and cash grants. Earlier this month, Cuomo announced that the NY-Sun Initiative would distribute $107 million over the next two years to support the deployment of PV systems greater than 50 kW in size. That announcement came just a day after Cuomo revealed that the initiative had awarded a total of $30 million to 16 solar project developers to help them finance 34 MW of PV projects. The 16 projects, due to come online in 2013, will require co-funding, with state funding capped at $3 million per project. Also this month, Cuomo announced an expansion of the NY-Sun Initiative’s PV program for systems less than 50 kW in size. Monthly funding under the program has increased from $2 million to $3.5 million for the remainder of 2012 and will continue at $3.1 million per month in 2013.
