US Department of Commerce issues preliminary ruling on antidumping duty investigation

Looks like Ontario might have the lowest cost/watt in North America for a while. NOT good for the US market.

 

US Department of Commerce issues preliminary ruling on antidumping duty investigation

17.05.2012: The US Department of Commerce (DOC) said it plans to impose new antidumping duties (AD) on crystalline silicon photovoltaic cells and modules imported from China. In announcing the preliminary ruling of its AD investigation into Chinese solar imports, the DOC said Chinese manufacturers sold solar cells in the US at dumping margins ranging from 31.14% to 249.96%. The DOC will therefore impose dumping margins equal to that amount on Chinese solar cell imports. Since the DOC determined that critical circumstances exist, the dumping tariffs will be retroactive 90 days from the date the decision is published in the Federal Register. This preliminary ruling is not the final decision on AD tariffs – the DOC is scheduled to issue its final determination on the AD investigation and the companion countervailing duty (CVD) investigation in October 2012. Once the DOC has published its final decision on tariffs, the International Trade Commission will review the decision and will issue its final injury ruling in November. The DOC imposed preliminary margins of 31.14% for Trina Solar, 31.22% for Suntech, 31.18% for 59 other producers and 249.96% for all other Chinese solar manufacturers. … Source: US Department of Commerce; Summary: PHOTON
