The world's spotlight currently rests on Brazil, where lawmakers on Sunday will wrap up two days of impeachment proceedings against President Dilma Roussef.

The impeachment vote comes amid waves of social unrest that were triggered not by the "Panama Papers," but by a 2-year-old corruption scandal involving the state-owned oil company, Petroleo Brasileiro, and rings of public officials and lawmakers. Roussef, ironically, is not accused of wrongdoing in that affair (known as "Operation Carwash") or of otherwise trying to enrich herself. Rather, she is accused of damaging Brazil's economic reputation by trying to plug up government deficits with funds from public banks.

The factors that have tilted Brazil toward corruption are a tale as fascinating as that of "Operation Carwash" itself – and part of that story involves not only Brazil's geography, but also its authoritarian past.

Stratfor explores all of those factors – as well as why the impeachment vote is a watershed moment for Brazil, in this piece, which is free on our website.
