EU ProSun reports over 1,000 violations of the solar trade deal between the EU and China

EU ProSun claims that EU trade rules are being systematically violated by Chinese manufacturers.

© Shutterstock images LLC
06.06.2014: SolarWorld-led coalition EU ProSun, whose complaint triggered the EU antidumping and anti-subsidy investigations into Chinese solar imports in late 2012, has submitted over 1,000 pages of documentation to the European Commission's Directorate-General for Trade that allegedly contain approximately 1,500 proposals by Chinese solar companies offering prices below the minimum level agreed by the EU Commission and China. Milan Nitzschke, president of EU ProSun said: »EU trade rules are being systematically violated by Chinese manufacturers. Not one Chinese manufacturer seems to follow the agreed minimum prices for imports into the EU.« EU ProSun is calling on the Commission stop these alleged violations and implement sanctions. The EU imposed anti-dumping duties on Chinese solar imports in mid-2013. In order to circumvent these duties of around 50%, over 100 Chinese solar manufacturers offered the EU a contractual undertaking to only import above a minimum price of €0.56 ($0.76) per W. The European Commission and the European Council agreed to this minimum price offer. © PHOTON

Brazilan Senate committee approves bill to introduce tax exemptions for PV
06.06.2014: The Brazilian Senate Committee for Infrastructure has approved PLS 317 / 2013, a senate bill that aims to exempt individuals and companies that install solar thermal or PV systems from having to pay the import tax IPI (Imposto sobre a Importação) on solar components acquired for their projects. The proposal will now be examined by the Senate Committee on Economic Affairs. The Brazilian Parliament is also discussing a bill that would introduce tax breaks for PV and wind power projects. Senate bill 5539 / 2013, submitted by the deputy and former governor of the state of Mato Grosso, Júlio Campos, aims to exempt PV and wind project developers from paying the federal VAT (IPI) and the import tax (II) on components used for their generation projects. The proposed law is set to be reviewed by Parliament's energy and finance committees. The Brazilian government currently grants grid-fee exemptions for PV power plants up to 30 MW. © PHOTON

China Sunergy to provide KosiFrankensolar with 50 MW of modules for Turkish PV projects
06.06.2014: Chinese solar cell and module manufacturer China Sunergy Co. Ltd. (CSUN) has signed a framework module supply agreement with KosiFrankensolar, the Turkish subsidiary of German PV system provider Frankensolar GmbH. Under the terms of the agreement, China Sunergy will provide KosiFrankensolar with 50 MW of solar modules by the end of 2014 for the construction of several PV plants in Turkey. All of the PV plants will have a capacity of less than 500 kW, which means that KosiFrankensolar will not have to obtain a development license for any of the projects. Under Turkish legislation approved in February 2012, developers can install an unlimited amount of PV capacity in Turkey as long as every system is smaller than 500 kW. CSUN has not provided more details on the projects, nor has it disclosed the financial terms of the supply agreement. © PHOTON
