Kepler detects earth-sized planets

NASA scientists today announced the discovery of two Earth-sized planets.

The planets were discovered by the Kepler space telescope team.

The two planets are believed to be too close to their sun and thus too hot to be habitable with temperatures ranging from 800 to 1,400 degrees.

Scientists speculate that one of the planets called Kepler 20F might have had liquid water at one time in its history and

could have been habitable.

The Kepler science team says this is the first time humanity has been able to detect planets of Earth size in the universe.

California Public Utilities Commission Adopts Decision Implementing RPS Portfolio Content Categories

December 19, 2011

Buttons

On December 15, 2011, the California Public Utilities Commission adopted Decision 11-12-052, implementing Portfolio Content Categories for the 33% Renewables Portfolio Standard (RPS) Program in California. The Decision implements portions of Senate Bill (S.B.) x1-2, which created the 33% RPS Program. S.B. x1-2 established three categories of RPS-eligible electricity, applicable to RPS contracts executed after June 1, 2010:

  • Category One includes electricity from RPS-eligible resources that have their first point of interconnection with a California balancing authority, RPS-eligible resources with a dynamic transfer arrangement with a California balancing authority, and RPS-eligible resources scheduling their electricity directly into a California balancing authority without substituting electricity from another source.
  • Category Two includes firmed and shaped RPS-eligible electricity.
  • Category Three includes transactions that do not meet the criteria of Category One or Two, including unbundled renewable energy credit (REC) transactions.

In first gulf oil lease auction since spill, BP bids -- and record prices are reached - latimes.com

Much higher regulatory requirements and oversight plus higher costs due to increased safety/risk/environmental requirements and these leases still fetched an all-time record price.

Who will still take the position that the oil industry wasn’t getting a free ride from lax regulation and that oversight stifles the market?

The National Transportation Safety Board Tuesday called for a nationwide ban on the use of cell phones and text messaging devices while driving.

The recommendation is the most far-reaching yet by the NTSB, which in the past 10 years has increasingly sought to limit the use of portable electronic devices.

If adopted by states, the recommendation would outlaw nonemergency phone calls and texting by operators of every vehicle on the road.

It would not apply to hands-free devices, or to passengers.

Auditor general of Ontario publishes annual report, includes chapter on renewables

06.12.2011: The office of the auditor general of Ontario has published its annual report in which it reports on value-for-money audits and reviews carried out over the last year. Chapter 3, section 3.03 of the report, which covers renewable energy initiatives, concludes that Ontario's solar policies have been successful in rapidly increasing the amount of renewable energy produced in the province, but wind and solar support policies add "significant additional costs" to ratepayers' electricity bills. The auditor general's report includes eight recommendations directed at the Ministry of Energy and the Ontario Power Authority (OPA) as well as those agencies responses to the recommendations. The eight recommendations focus mainly on encouraging the ministry and OPA to collaborate further, but they also provide the government agencies with ideas on how to reduce costs and directs them on how they should collect and distribute information aimed at policy makers, solar project developers and Ontario residents. … Source: Auditor General of Ontario; Summary: PHOTON

Canadian Ministry of Energy and OPA continue feed-in-tariff discussions at CanSIA conference

06.12.2011: Discussions of the feed-in-tariff (FIT) review continued on Tuesday at the Canadian Solar Industries Association (CanSIA) conference in Toronto. Deputy Minister Fareed Amin, who is leading the review in close collaboration with the Ministry of Energy and the Ontario Power Authority (OPA), told PHOTON that, alongside a likely price reduction, the review is focusing on increasing transparency and predictability of the program. Ontario is considering a degression model to grant stakeholders, such as the many manufacturers that have brought operations to Ontario, more certainty. Meanwhile manufacturers continue to set up shop. On Tuesday, microinverter manufacturer Enecsys Ltd. and electronics manufacturer SMTC Corp. announced a partnership for SMTC to assemble microinverters at its Markham facility. Module manufacturers now setting up assembly in Ontario include Hanwha SolarOne, which has contracted capacity with Photowatt Ontario Inc. in Cambridge for products to hit the market in the first quarter of 2012, and Jinko Solar Co. Ltd., which is currently negotiating with contract manufacturers to set up between 70 and 90 MW of capacity next year. Source: PHOTON

German PV Module Prices

Worldwide

PV modules still cost less than €1 per Watt

02.12.2011: The price of photovoltaic modules on the German spot market rose significantly in the last week, according to the PHOTON price index. The price of monocrystalline modules increased by 15.1 percent to €0.99 per Watt, while the price of multicrystalline modules grew by 10.3 percent to €0.96 per Watt. However, compared to six months ago, monocrystalline and multicrystalline module prices are down 17.5 and 18.6 percent, respectively. At €0.88 per Watt, the German spot market price for solar modules made in Asia is down 24.8 percent from six months ago. The PHOTON editorial team calculates the price index on a weekly basis based on German spot market prices. The entire module price index, as well as indexes for other regions, cell technologies and inverters, is published on a regular basis in the PHOTON International magazine. Every week, the Monday edition of the PHOTON International newsletter will include an excerpt from the various price indexes. … Source: PHOTON

Malyasian FIT swamped with applications for PV installations

Southeast Asia

Malyasian government website swamped with applications for PV installations

02.12.2011: Malaysia’s Sustainable Energy Development Authority (SEDA) launched an online application process for its feed-in-tariff (FIT) program at midnight on Dec. 1. The application process was for renewable energy projects to be commissioned from 2012 to 2014. Within two hours, the entire quota for non-individuals for photovoltaic (PV) installations was gone. 9 MW of PV for individuals remained 10 hours after the launch of the application process. In total, SEDA offered FIT certification for 143.78 MW of PV capacity as well as certification for 191.24 MW of other renewable energy capacity. Of the 229 applications received for FIT certification, 201 were for PV. Malaysia’s Renewable Energy Act 2011 established PV FIT rates ranging from about 27¢ per kWh for large installations (10–30 MW) to about 39¢ per kWh for ultra small-scale installations (less than 4 kW). The rates are effective for 21 years and are subject to an annual degression rate of 8 percent. … Source: Sustainable Development Authority; Summary: PHOTON

The U.S. unemployment rate fell sharply in November, to 8.6% -- its lowest level since March 2009.

All told, employers added 120,000 jobs in the month, compared with 100,000 in October, the U.S. Labor Department reported Friday.

Despite the improvement, the American labor market still has a long way to go to recover from the financial crisis and recession. Fewer than a third of all the 8.8 million jobs shed in the economic downturn have since been recovered.
