The Energy Secretariat (SENER) reports that today authorized the convening of the Second Long Term Auction, which will be published tomorrow by the National Center for Energy Control (CENACE). The auction is intended that power generators can subscribe long term contracts with the Federal Electricity Commission (CFE), who is the provider of basic services. At the auction, both private and public companies, including the CFE itself, will compete to sell electricity under the best conditions for end users.

As in the First Auction Long Term CENACE SENER and emphasize their commitment to this second stage is characterized by transparency and that at all times participants have timely information on the process of it. Additionally, once the auction is completed, the public can check the results and that the selection process has been performed according to the official procedure.

This mechanism is intended that, through clean energy, electricity generation less dependent on fossil fuels and, through the firm sources, ensure that the electrical service is continuous and reliable. Also, auctions facilitate new investments in clean energy plants (photovoltaic, solar, hydro and geothermal), Mexico to meet its goals and count a cleaner environment at the lowest possible cost.

The first auction met its objectives, assigning contracts for a large amount of clean energy (approximately 5.4 million megawatt-hours per year, 85% of the maximum amount requested), at very low prices (less than $ 48 per megawatt- hour between the economic performance of the world) and a diverse range of winning companies (11 different companies, with the participation of Mexico, Spain, France, Italy, USA, Canada and China).

The Second Long Term Auction will be based on the same design used in the first auction. In particular, it will allow all generation technologies compete with each other to offer the best products in terms of price and quality. In addition, he will take into account differences in the value of the energy delivered in different parts of the country, so that not only the cheapest energy is purchased, but the energy where the electrical system requires it most also buy.

In addition, the Second Long Term Auction will take into account the experiences of the first auction and the comments received from participants, to improve the process and implementation. In particular, based on more than 2000 comments received during the first auction they will be incorporated adjustments. In addition, the auction website to facilitate communication and data exchange with participants will be improved.

In the call authorized by SENER, a calendar of the major milestones for the second auction it is set. 

The most important dates are:

- Publication of the call April 29
- Publication of the initial version of bidding May 13
- Publication of bids accepted July 4
- Submission of offers - technical aspects 1 to Aug. 5
- Tendering sale - economics September 21
- Analysis of offers and iterative process re-tenders from September 22
- Fault (deadline) September 30

As in the first auction, the Supplier of Basic Services (CFE) determine the quantities of each product offered to buy. It is anticipated that there will be a new demand for Clean Energy Certificates, based on the annual increase in clean energy requirements established by the Secretary of Energy. It is also possible that in this auction, the CFE offers to buy firm generation capacity, called power, to meet the relevant requirements.

CENACE maintain an auction portal on the website http://www.cenace.gob.mx in which will be made available to the public the announcement, the tender and other documents associated with the auction. As in the first auction, the portal will be kept updated to ensure transparency of the process.
